I am pretty sure this one has been answered elsewhere, but Steam keys are part of the deal for anyone who has pledged enough to get a copy of the game ($15 and up tiers?) As to when, that is another question, I suppose it depends on if they want to host the alpha or beta builds on Steam or not. Another game I have picked up (Project Zomboid) has recently started to update their closed alpha builds on Steam and gave out Steam keys to everyone who bought the game through Desura. The game shows up in my library but not in the Steam store so it is definitely within the realm of possibilities for Road Redemption's closed alphas/betas to be hosted on Steam as well.

They say they don't know when Alpha will be released. I was hoping in September, but they said they have work to do. Fine by me, I want a quality game, work on it as much as you need to. My problem is that I paid for Alpha, so I'd like to see the game in Alpha, ya know? I'm fine with a metric shit ton of bugs, it's part of Alpha. I think the only thing that would get me really upset is if we don't get Alpha access at all, and Alpha just rolls over into Beta.
How does it work if the game was purchased from Humble Bundle? I purchased this game from the Humble Bundle store for $33.95 or so, part of the description states I'll get a steam key when it's released on Steam. Would I just use the Humble Bundle Key re-sender?
Been following this game since seeing it on Steam's green light. Figured might as well buy it a bit early and play the Alpha.....BTW, the Alpha is quite good, captures the road rash spirit well.
